What is the Electrical Appliance Safety Law

Since April 1, 2001, the Electrical Appliances Safety Law has been implemented, replacing the former Electrical Appliances Prohibition Law. The purpose of the new law is to regulate the manufacturing and sales of electrical appliances while ensuring their safety, promote independent activities among private operators, and prevent the occurrence of dangers and malfunctions caused by electrical appliances. That is, it has shifted from "prior rules" to "post-occurrence rules," and incorporated third-party organizations such as JECTEC to cooperate with manufacturers and importers in quality confirmation. According to the technical benchmarks of the Electrical Appliances Safety Law, there are two types of provincial ordinances that determine the technical benchmarks for electrical appliances: the first item (the ancient benchmarks of Japan during the era of the Electrical Appliances Prohibition Law) and the second item (the IEC-J specifications, which incorporate Japanese customs and practices into the IEC specifications). Products manufactured, imported, and sold domestically must comply with one of these benchmarks.
